Create the following rule called “Reminder”:

A Sailor can privately request to the Narrator secret information that this Sailor deems that they are supposed to know. If the Narrator agrees to it, the Narrator can then share this requested secret information privately to the requester. The following is secret information that Sailors are supposed to know:
- Their own Goals.
- If they have a Target or not.
- If they have a Target, who it is.

against Ambiguous “they” in the first sentence, you could ask the Narrator for all the secret information that he knows.

I like the idea, but there is the ambiguous “They”. Also, you didn’t include the quarry.

Actually, it’d be nice to write a reusable definition of Private Information into the rule set so we can just say

“A Sailor’s quarry is a valid creature uncommonness tracked privately”

and then have all the methods for setting it, checking on it, and so forth defined by the phrase “Tracked Privately”

Given that ExpressionEngine has weird ideas about storing outgoing messages by default, I (and I assume most Emperors) would happily respond to a reminder request from someone. I’ve also answered private questions about ambiguous private gamestate before.
