Proposal: Rivalry

Create a new Dynastic Rule called “Rivals” with text:

From time to time, our Olympians will fail to win a medal, and the medal will instead be awarded to a competitor from another nation.  The bulleted list at the end of this rule contains the names of all other nations which are considered competitive enough to possibly win a medal from us.  There is a GNDT row named for each such nation.  The “Gold”, “Silver”, and “Bronze” entries in a nation’s row track all the gold, silver, and bronze (respectively) medals won by competitors from that nation.

*Rand McNally (Considered by most bookmakers to be our fiercest competition.  In Rand McNally, they wear hats on their feet and hamburgers eat people!)
