Make a new rule titled “Special Case” which is not a subrule of any other rule and place it before the Appendix but after the Dynastic Rules.
Move Atomic Actions, Combos and Tags to Special Cases and arrange them in alphabetical order.
Add to the end of the list in “Prioritisation”

I think Special Rules wouldn’t be wiped during an Ascension Address because they’re not Dynastic?
Yes, and so would remain in place until voted down. I think this situation should be modified further still to give the King the ability to turn each special case rule off and on without denying the ability of the next king to do so to a particular special case. But as I said, I’ll probably write that myself.
This is actually a good idea, now we just need a mechanic that activates or deactivates certain rules…
Oh shoot I meant to have them the same precedence as dynastic. That can be changed later though.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
The game has been running since 2003 and resets every month or so. Have a look around the wiki for more information and history. New players are always welcome and can join in the game at any time.

I was thinking of suggesting something like this. good work!
Do we want them to be equal with core rules or do we want them between core rules and dynastic rules?
It doesn’t need to be part of this proposal, but I’m thinking of trying to modify core so that special case rules are a list that can be drawn upon in an Ascension address.
