Add a new dynastic rule, called The Hardest Hat:

Any Engineer who has more Safety Checks than all other Engineers combined has achieved Victory.

It’s tidy, but seems like it will be near-impossible to achieve, unless there’s a scam of course. Maybe that’s the point?

I’m less familiar with the ruleset than you lot but it seems to me that getting any VC on the books is better than nothing - it gives players something to aim for, either by changing the other mechanics or amending this one - and if this really is initially safely inert (which I’ll assume you’re being sincere about) then at least it’s provoking some ruleset creativity to make it achievable.
