Proposal: Sandboxes are fun

After the sentence “The Ruleset and Gamestate can only be altered in manners specified by the Ruleset” in rule 1.1, Ruleset and Gamestate, add the sentence “The Core Rules can be altered only in manners specified by the Core Rules regardless of any dynastic rule to the contrary.”

against Very very easily breachable. (The most obvious method to me is for a dynastic rule to bar players from voting, perhaps by idling them. There are almost certainly many others.)

for the idea in general, but against this implementation. Different voting rules in the Dynastic rules override core rules, and thus are a means by which the Core rules can be influenced by Dynastic. My suggestion, although I’m not sure if it’s sufficient, would be to make a new category, Core Proposal, defined by a rule which cannot be overridden by Dynastic, and Core Proposals can alter Core and Dynastic rules. Regular Proposals can only alter Dynastic rules.
