Create a new rule called “Secret Shortcut”:

If 3 or less Citizens Took The Zipline, The Drone can and shall set the Floors of all Citizens that Took The Zipline to be Floor 50 (if any), then delete this rule, at their soonest convenience. Otherwise they can and shall choose 3 secretly random citizens that Took The Zipline (if any), set their Floor to 50 (if possible), then delete this rule at their soonest convenience.

A Citizen that has Taken the Zipline is one that has privately communicated to Kevan (via PM, Discord or Slack) during this dynasty (even before this rule existed) the string “DRONE, I TAKE THE SECRET ZIPLINE”.
