Create a new form, entitled 53C70R.
Its description is:
This form has the effect of changing the home-sectors of its primary signatory and all signatories of the same group as the primary one to another sector, as specified in the form.
Its text is:

For what reason should The Computer process your request? ________
Is this form treasonous because it indicates dissatisfaction with your current sector? ________
Will you therefore allow other signatories of this form to come with you? ________
Do you hereby acknowledge that the Computer is superior to you, and as a result give all authorized agents of the computer permission to shave your head, create a wig from your hair, and force you or anyone else to wear that wig? ________

ADDENDUM: To what sector do you not wish to be transferred? ________
Its required list of signatories is:
Four Citizens must sign this form, at least two (including the primary signatory) of them being of the same group.
Its additional requirements are:
The first field shall specify the name of the primary signatory.
The second field shall specify “To be transferred to sector X.â€, where X is a sector
The third field shall specify a color, or “I, no, J!†where I and J are each colors, and are not identical
The fourth field shall specify a valid reason to be transferred. The High-Programmer may deem the reason inappropriate, and accordingly fail the Form immediately, but only if the reason is actually inappropriate.
The fifth field shall specify “Yesâ€. It is treasonous for this field to specify “Yesâ€.
The seventh field shall specify “Yes”.
The eighth field shall specify a sector other than the primary signatory’s current sector and other than the sector provided in the second field.
Only the High-Programmer may pass this form (since only he knows if the requirements have been met).
