In “UN Resolutions”, after

If a Proposal has the tag [UN Resolution], then it is a UN Resolution.

add:

A UN Resolution may not also have the [Core] tag, and any portions of a UN Resolution that change Core rules have no effect.

The [Core] tag is mostly to avoid accidental Core overwrites, though, isn’t it? If I wanted to be God-Emperor Forever, I’d just enact a dynastic rule which amended itself to become Core. Or wouldn’t even bother putting it into Core at all.

Will propose a change of UN scope.

It wouldn’t fix it in an airtight way but it would make God-Emperors Forever more noticeable & vetoable before they get enacted.

The Core thing is a warning sign, yeah.

Also, how would you enact a God Emp rule without veto/voting against counterplay? I’m excited to know that it could be done, its just not clear to me how, exactly.
