Gameplay seems okay to me, just don’t commit a crime in front of the person who’s Locked Down and watching you through the bars - walk to where they can’t see you.

No gameplay reason is being given for the proposal.

Thematically, I see Lockdown as house arrest: you’re put in a building where you can’t see out and you can’t leave

In terms of gameplay, getting an opponent in Lockdown is strategic in that you are now allowed to commit crime in the same Megasystem they inhabit without consequence from them. Otherwise, that Megasystem becomes nearly off limits while they’re on Lockdown. It’s true that they can’t Arrest you right away, but that’s just a delayed threat.

thematically, i agree with JDark; i’ve been envisioning the Megasystems as being very large, and “witnessing” a crime might not be directly seeing it, but sifting through clues and putting together that it happened while they were in the area. most people don’t go wandering about the guts of the Machine, after all!

however, mechanically, i think Crimes are too easy to get away with as-is! maybe we should implement a Surveillance System Facility, or a way for the Machine itself to report those who have wronged it too many times (as i mentioned under We’re All Gonna Die) :0
