Create a new subrule to the rule “Ideologies” entitled “Known Ideologies” as follows:
Each Cell has a Known Ideology, which is publicly tracked, and defaults to nothing. At any time, a Cell may update their Known Ideology to match their Ideology; this causes the Cell to become Exposed, and remain Exposed until one second after the next Cycle begins.
After the sentence “A Tip may not contain any terms found in the Ideology of the Ministry of Information” in the rule “Anonymous Tips” append the following:
A Tip may not name, as its Accused, an Exposed Cell.
You can go public if you want, but it comes with lasting consequences. I think this is pretty compatible as-is with the proposed Intimidation Notice mechanic.

I’m a little confused as to why a cell would do this. It’s essentially like announcing “please arrest half of my citizens”. Where’s the motivation here? I could maybe see it if the cell got something out of it.

Hm, true. This seems like a proposal that would largely benefit alliances then. I’ll have to think about it.

And then, on top of that, if a cell is exposed simply because of how many adherants they have, then they are straight up immune to being accused, (although they would still be Hot)

If you’ve already worked out an alliance, and have a free way to communicate your ideology… the “immune to being accused” honestly seems better than being able to communicate with other players
