It also implies that being named in the sidebar is part of being a player, but it doesn’t state so outright – nor does it otherwise state explicitly that a player who has requested to leave is removed from the sidebar.

If the current state of affairs goes against the Ruleset, then gameplay may have been diverging from its legal state for years and requires a CfJ to sort out the problem (in addition to fixing the aforementioned vague points of the rule).
