“At any time” gives too much advantage to the Spinner, if an unbacked Gambler takes the lead - they can immediately back them for 1 point and Sweep the Board.

yes I think that’s okay. it’s on everyone else to bid a fair price on the right guy lest they give away annoyingness for cheap to a passing opportunist

There’s definitely an incentive to Spin and Sweep, and I think it’s too big: it pushes both “spin the wheel” and “react immediately to spinning the wheel” onto the sharp end of the first nanosecond of the Due Date, and will be messy.

I doubt anyone would volunteer to start the bidding with “a fair price” on every player who’s within a throw of a Plaque, every turn. Especially not when I know that the Spinner will have the option of outbidding me by 1 after seeing the results of the throw (and leaving me to pay the Stake if the throw was a bad one).
