Reword the text in the rule “The Census” that reads “If there are fewer than 100 Citizens, the Ministry of Information may generate a new Citizen with the following qualities” to read:

If there are fewer than 200 Citizens, the Ministry of Information may and should generate a new Citizen with the following qualities

Buzz doesn’t currently seem to be doing anything at all, presumably because of the strictures on Adherent Ideology? We should either generate actual Citizens or delete the mechanic.

I’m up to 8 Adherents and kevan is up to 9, so I’m not sure the whole “buzz doesn’t do anything” is a correct statement

I’m not sure about buzz not doing anything, but it doesn’t seem like it could hurt to have more citizens.
