In the rule “Fight the Power”, replace “If the Bank is Open, an Oligarch may transfer any amount of their Power to any other Oligarch, or to the Despot, at any time.” with:-
If the Bank is Open, an Oligarch may make a Bank Transfer of two or more Power by spending that amount of their own Power, increasing the Power of any one Oligarch or the Despot by one less than that amount, and increasing the Power of the Director of the Bank by one.
Perhaps this will encourage the Director to open the bank.
