For what it’s worth, thought, there is room for some disagreement about whether you can perform an action that you know is going to get upheld… There is a reasonable position that upholding also expunges the mens rea of it all. In a situation like this one, where there’s minimal distinction between the action performed before enactment and after, I don’t think we should feel the need to be too strict on it.
True, so long as the illegal actions are being acknowledged as such and reverted, and that we can keep track of where players are legally positioned amidst the various atomics, there’s not much difference between “if the wiki gamestate history shows an edit that corresponds to a specific but illegal action” and “if comments on this CfJ show a player using the word ploughshare”.

For the benefit of other players wondering if they can do the same thing while this CfJ is pending: is the context that you forgot about step 2, or that you knowingly performed steps 3 and 4 illegally on the grounds you could probably CfJ to uphold it?
The tracked gamestate has to sit at you having begun your Decide action but not yet performed any Governing, since that’s where the failed atomic would have dumped you back to when it hit the unperformable step 2. So I’ll revert the gamestate for now.
