Change the Down effect of “Arsonist” (and any duplicates of it) from “Nothing happens.” to “Remove a Structure from a Wizard’s hand.”
Change the Down effect of “Wall” (and any duplicates of it) from “Nothing happens.” to “Reduce any decreases to ratings of this community by 1.”
Change the Down effect of “Divine Intervention” (and any duplicates of it) from “Nothing happens.” to “Select a pending proposal with at least two AGAINST votes; that proposal is Vetoed.”
Change the Down effect of “Road” (and any duplicates of it) from “Nothing happens.” to “Choose two communities which satisfy this card’s condition; raise each of their Economies by 1.”, change “Road” to be a Labor and rename it to “Roadbuilding”.
If “Another Strategic Card” passed, change the Down effect of “Redo” (and any duplicates of it) from “Nothing happens.” to “Discard a card and draw a card.”
Per Corona’s comment on the previous proposal, the “nothing happens” effects can be frustrating. (Although they’re maybe worth keeping for Potions, which can be directly balanced in other ways.)
Also changing Road to be a Labor while I’m there (and renaming it for clarity) - as a Structure, it can be attached and (as written right now) the drawing player could spawn extra Road tokens from it every draw.

Yes, I know that has no effect at the moment.
Most of these are pretty powerful for down effects. Arsonist and Wall are especially strong.
