Add a new subrule to the rule Avatars, called Soulcycling:

The Ascendant may at any time carry out an action called Soulcycling. Soulcycling is an atomic action with the following steps, with all random selections being carried out secretly:
* Randomly select 7 extant Avatars;
* Change their Home Tier to a random legal value;
* Change their Occupancy Tier to a random legal value;
* Randomly select 3 of the Avatars thus amended;
* Change their Star Signs to a random legal value;
* Generate a Portent with the text “Disturbances have been reported in tiers x, y and z, consistent with behaviour from those with star signs a, b and c” where x, y and z are the new Occupany Tiers of the randomly selected 3 Avatars and a, b and c are their star signs, both in random order;
* Repeal this rule.
