In the rule ‘Combat’ replace
As a daily action, a Soldier who is a Friendly Combatant of an active Skirmish may attack the Enemy. To attack, they must select their Weapon (a specific weapon in their holster), the ammo rating of which must be equal to or less than the Ammo of the Soldier. To execute the attack, the Soldier reduces their own Ammo by the ammo rating of their Weapon, and rolls DICEX in the GNDT, where X is the damage rating of that weapon + the Armor score of the Target.

Provided he has not already done so twice in the last twenty four hours, a Soldier who is a Friendly Combatant of an active Skirmish may attack the Enemy. At the current rate, even the soldiers with the biggest guns would have to attack every day to run out of ammo in a week! This should make ammo a little more important, without letting us go rambo on the enemy.

Comparing these paragraphs word for word, you’re just replacing “As a daily action” with “Provided he has not already done so twice in the last twenty four hours”.
It’d make ammo more of an issue, but would mean that fewer players would see more of the action - I like that everyone gets a chance to take part in a medium-sized skirmish, with daily actions. Couldn’t we just change the ammo-restocking rule?
