Reword the text of the rule “Household Unit” as follows:
All Citizens who share the same floor are Floormates with each other. A Citizen may use VETO as a voting icon to cast a Vote on a Proposal created by another Citizen with whom they are Floormates at the time the vote is cast; this renders the Proposal Vetoed, even if the Citizen who made the VETO vote later changes their Vote or changes floors.
If the point of the rule is “everyone get on the same page or you won’t get anything accomplished,” I think this achieves that without raising the weird quantum-vote questions or admin headaches of the current version.
