In the rule “Shipping,” replace “If a Shuttle’s Orbit contains a Space Elevator, it may spend 1 Fuel to take the following action corresponding to its Orbit’s Moon:” with

If a Shuttle’s Orbit contains a Space Elevator and there is a Flag owned by that Shuttle in an Orbit with the same Moon, they may spend 1 Fuel to take the following action corresponding to its Orbit’s Moon:

You must affirm your intentions at a Moon before you start taking its materials.

It costs Iron or Sulfur to obtain a Flag.  Space Elevators are the main source of Iron and Sulfur.  This change would necessarily force new players to pick up a breadcrumb before they can start playing the Resource or Flag game.
