Still conduct unbefitting of an officer

I demote Flurie to RED clearance.
I promote Flurie to YELLOW clearance.

This should be legal regardless of which intermediate steps are considered legal.

by that token, you reverted all of my uses of UPPITT, most of which were legal. I think this just needs to be CFJed.
