Proposal: Stimuli Must Come From Somewhere

Unless a proposal named “The New Four Part Plan” has been enacted, this proposal does nothing.

Create a new Dynastic rule. Call it “The Government” and give it the following text:

The Government is a non-Player entity that has the same GNDT stats a Player does.  If the rules specify that the Government may take an action, the Emperor may cause it to take that action.  If there is no Emperor, any Player may transfer 3 SPs to the Government to cause it to take that action. (this latter method of making the Government act is called ‘Lobbying’)

The Government may, as a Weekly Action for each Player, Award Grants to that Player.  When it does so, that Player becomes eligible to receive 3 SP.



In the rule “Stimulus Package”, change the text

Whenever a Player becomes elegible to receive a SP, that player may increase by one their SP count in the GNDT

to

Whenever a Player becomes elegible to receive a SP, that player may transfer an SP from the Government to themself in the GNDT



Set the Government’s SP to 200.  Set the Government’s other GNDT values to the default values for new players.  If it would be legal to do so, set the Government’s Occupation to “Iraq”.

So, I can transfer my SPs to any other player in batches of 3 via the Government? Make if do more and get rid of the awkward eligibility phase, and I’m in.

@Amnistar Um, no? You can only get SP from the Government with this in cases where you could get out of nowhere without. It’s not easier to get, it’s just drawing from a finite reservoir.

Okay so if oyu are employed another player can unemploy you by giving you 3 SP.

I would, personally, rather there be no way for someone to just ‘get’ SP and have all actions that gain (and lose) SP be ones that players can attempt to manipulate.

Amnistar’s reason for being against is silly. It will be super easy to get out of unemployment if Let the Games Begin passes, and for this to work you’d need a rich friend willing to help which honestly is analogous to breaking out of unemployment IRL.

Clucky: I think I would like the idea better if the action wasn’t laid out in this proposal. It would be better to propose the concept of Government separately from the action, which is what I think is causing conflicts.

Let the Games Begin can be countered by trying to sink the proposal they would gain SP for.  This literally cannot be countered by the employer.
