Add a subrule to “Meddling” called “Struggle Increase”:-
If a New Day has dawned since the rule “Struggle Increase” came into existence, any Shifter (or the Forest) may change “the Cover of each of its Members by 3” to “the Cover of each of its Members by 7” in the rule “Meddling”, and then repeal the rule “Struggle Increase”.
Raising the stakes of a Struggle from 3 to 7, with a time delay so that it doesn’t come into effect before the current day’s end.
