Add a Red rule:

If an Officer or Citizen terminates an Officer or Citizen who holds a briefing room key, the gamestate is updated such that the terminating Officer or Citizen now holds a briefing room key, and the terminated Officer or Citizen no longer holds a briefing room key.

What would happen if a citizen who already holds a briefing room key terminates another citizen who has one? Does he get one or two?

Similarly, what if a citizen terminates himself? Would the key end up disappearing altogether?

If someone who has a key terminates someone who also has a key, the key disappears, as the gamestate updates so that the terminator has a key (no change necessary) and the terminated does not (remove their key).

If someone terminates themselves, then the game state changes so that they have a key and don’t have a key.
Schrodinger’s key, if you will. Since the rule about using a key only cares if you have one, and doesn’t say what happens if you don’t, They would still be able to get into the room. IMO. (that last bit is not cut-and-dried)
