Proposal: Subrule Extrication [Appendix]

Change the text of the “Subrule” keyword to read as follows:

A subrule is a type of rule that is hierarchically ordered beneath another rule. Rules and proposals that refer to a rule do not also refer to its subrules, unless otherwise specified.

We’ve all kind of been thinking of subrules as independent of their parent rules, haven’t we? Let’s make the definition match that expectation. (Note that top level sections like “Appendix” are specifically called “sections”, not “rules”, so this change won’t affect referring to them.)

I’m a bit worried this breaks the top level rules. i.e. “dynastic rules” would no longer refer to everything under the dynastic rules

I’d be worried, too, but I’m relying on them being excluded by the definition of Rule in the Appendix:
“Rule
Each individually numbered and titled block of text (using the wikimedia section heading formatting) of the Ruleset is a rule, including rules that are subrules of other rules; with the exception that the top-level headings defined as ‘sections’ in the rule “Ruleset and Gamestate” are considered sections but not rules themselves.”
