In the rule Communications, change
Each Cycle, for each Communication that they received in the previous Cycle, the Ministry of Information must carry out the following atomic action (known as Processing that Communication):

There is an atomic action called Processing Communications, which the Ministry of Information can carry out as a daily action and should carry out at least once per Cycle. The steps of the Processing Communications atomic action are as follows:
*Any Communication which has never been the subject of a Processing Communications action is an Unprocessed Communication. If there are no Unprocessed Communications, end the atomic action; otherwise, select the oldest Unprocessed Communication and carry out the steps below
Add the following as a final step to the Processing Communications action:
*If there are still Unprocessed Communications, continue the atomic action by from the first step.

I’d personally like to see some time commitment, where we can know for sure that if we sent a message in the first half of the cycle it’ll get delivered around 36 hours into the cycle. Rather than maybe you deliver something after 4 hours maybe you do it after 70 hours.
