Add a sub-rule Success to Rolls:

Whenever an Attribute Roll is called for, a Target number shall be assigned to that Roll. Said Roll shall be considered as Successful if the result is lower than or equal to that Target number. A Roll which is not Successful is considered to be Unsuccessful.

If a Target number is not explicitly stated when an Attribute Roll is called for, the Target Number shall be equal to 5 times X, where X is the number of DICE10 rolled in that roll.

I like the idea of a Target Number, but it shouldn’t be “Whenever”. Sometimes you may not want to do one.  An event might just want everyone to do a 2Strength Atrribute Roll.

against I thought that higher attributes represented better abilities?  In that case, why should success result from making _low_ rolls (after all, higher attribues mean rolling more dice)?  Unless the target number is always some increasing function of your attributes, it makes no sense.  Even if the target number scales up with the number of dice rolled, we would be wondering why we bother rolling all those extra dice for higher ability scores.
