Add a new rule, “Treaties”:
Subrules of this rule are known as Treaties. Each treaty has a subset of Energy Ministers that are signatories to the treaty, listed at the end of the treaty. At any time, if an Energy Minister is not a signatory to a treaty, they may become a signatory to that treaty by adding their name to the list of that treaty’s signatories.
Add a subrule to that rule, “Non-Aggression Pact”:
Signatories to this treaty may not Attack other signatories to this treaty. When a EM becomes a signatory to this treaty, they gain one Privileged asset. Signatories are:

Sure, just as long as people don’t opt in other people unwillingly by just proposing a treaty with their name on it… oh wait, they already can do that. Yep, seems legit, if also rather do-nothing, aside from starting something new.
