If the proposals “Instant Runoff - Just Add Water” and “Wall of Shame” both enacted, add after the first step in “Ranked Choice”:-
# For each Drafter who is listed among the Selfish, remove their Runoff Ballot (if they have one) from the pool of Runoff Ballots, and remove their Plan (if they have one) from all Runoff Ballots
Per comments on Wall of Shame; a player who submits no reviews has their Ballot discarded, and their Plan removed from other Ballots.
