Add a new rule to the ruleset, called Tempo:
Whenever a Bogey is Eliminated, Poindexter may create a new DEVA.
Once every 7 days, Poindexter may create a new DEVA. As a weekly action, Poindexter may reduce the number in the previous sentence by one.

I would strongly prefer that attempting to eliminate DEVAs actually reduce the number of DEVAs.

Just seems a bit dull if I’m honest. If that’s what you want them fair enough, to me it seems more interesting if there’s an array of targets.

I do accept that this proposal sets out a growth formula though, probably worth making sure there’s a ratchet down to do with the ratchet up.

Yep, that works for me.
@coderblaze Great point - it’s ambiguously a gamestate tracked variable so it can’t go below zero but at zero I can create infinite DEVAs, which is probably bad for you

How about nix the timing requirement of “Whenever a Bogey is Eliminated” and go with:
“If all individual DEVAs have been Eliminated, Poindexter may create a new DEVA.”
