In the rule Ranked Choice, change the text “If the Winning Plan is empty, and a quorum of Drafters have a Ballot that has a value” to read:

If the Winning Plan is empty, and either is is on or after Friday 30th May 2025, or a quorum of Drafters have a Ballot that has a value

Oh, is this going to be one whether the “either” referent is unclear?

It is unfortunately a long sentence with mostly “and” conjunctions, so “or” could be taken to be the date “or” the entire rest of the conjunction sequence.

It might be worthwhile to do one of those “All of the following criteria are true”, and for the “or” part, it’s one criteria with “date or quorum of Drafters”.
