In “Buildings”, remove “At the end of each Cycle, each Building gains Progress Amount equal to the triangle number of the number of Citizens who have that Building as their Workplace. When a Building’s Progress Amount equals or exceeds their Progress Requirement, its Effect occurs immediately, and then its Progress Amount is returned to 0; where this requires the Ministry of Information to update the gamestate then they are encouraged to do so immediately.”
To the Processing atomic action, add two bullets before the final one:
* Increase each Building’s Progress Amount by the triangle number of the number of Citizens who have that Building as their Workplace.
* For every Building that has a Progress Amount that equals or exceeds its Progress Requirement (in alphabetical order), apply its Effect then sets its Progress Amount to 0.
It’s a bit eerie that these updates happen automatically at midnight, with a liminal period the next day during which proposals can still pass and game actions be taken, until Josh retroactively tells us what happened hours earlier (up to and including Earthlink Tower repealing an entire rule). Also some ambiguity if Earthlink Tower and another building both become complete at the same time: which fires first?
