In the sub-rule Death change:
A Dead Villager who is not the Doctor may not take actions defined by dynastic rules, except those in the rule “Spectral Actions”
to
A Dead Villager who is not the Doctor may not take actions defined by dynastic rules, except those in the rule “Spectral Actions” or those actions that explicitly allow the dead to perform.
New rules in Locations > Church allow the Dead to do things but Diseases > Death forbid it if not included in the Spectral Actions rule. I am hoping this prevents needing an asterisk for each Dead rule elsewhere in the Ruleset.
There’s room for a future scam here in arguing that a rule that said “any Villager” or “all Villagers” was also referring “explicitly” to the dead ones.
