In “News”, replace “The Stability Threat Index consists of an ordered list of all Cells and their Most Wanted scores” with:-
The Stability Threat Index consists of an ordered list of all Cells, their Most Wanted scores and their Notorieties
To the end of that paragraph, add:-
A Cell’s Notoriety is the total of its Most Wanted scores published in the Ministry of Information’s News and Stability Threat Index posts during previous cycles.
Change the Revolutionary Victory from “A Cell has achieved Revolutionary Victory if it has an Ideological Proximity with the Ministry of Information of 1 or less, and the effect of the Colonial Palace building has been triggered at a time when that Cell was a Leader.” to:-
A Cell is Defiant if and only if it has an Ideological Proximity with the Ministry of Information of 1 or less, and if the effect of the Colonial Palace building has been triggered at a time when that Cell was a Leader. A Cell has achieved Revolutionary Victory if it is Defiant, and if its Notoriety is higher than that of every other Defiant Cell.
Following on from Loop-da-Loop Whole, the Revolutionary Victory could a more specific definition as well: at the moment it would be quite possible for multiple Cells to meet its criteria simultaneously when the Palace fell.
