Proposal: The House Always Wins

Add a new rule, entitled “Powers of Patronage”:

The Investor may never have a hometown other than LA.

If a quorum or more of all Actors have eir hometown set to locations other than LA, then any gains ey may make to eir Fame are halved, while any gains made by actors who are still in LA are doubled.

If you want to make the news, it’s much easier if you’re where all the paparazzi are anyway.

The Proposal’s meaning is ambiguous.  Does “ey” refer to “all Actors”, or “all Actors having a hometown other than LA?”

I agree that the referent of our pronoun is not very well defined. If we have Q+5 Actors with some other Hometown, do we refer to the whole Q+5, or just Q of them, or some figure in between?

Otherwise this idea is great.
