Proposal: The Logical Conclusion

If the Rule “I Can Hear You” does not exist, this Proposal does nothing.

Add the sentence, “In addition, Monks may not take any action that makes a Noise.” to the end of the description of Vow of Silence in the Rule “Vows”.

Er, if I add the clause “Chanting makes noise”, will that fix things?

Try using the wording “In addition, Monks do not take any action that makes a Noise” in addition to “Chanting makes noise.”

You should also modify the Bell Pull rule so that ringing the bell is deemed to make a noise.
