In “Anonymous Tips”, replace “A Cell is an Informant or not (defaulting to not); this is privately tracked by the Ministry of Information. A Cell with 1 or more Adherents can become an Informant by unambiguously and privately informing the Ministry of Information that they are now an Informant. A Cell whose Ideological Proximity with the Ministry of Information is less than 1 is never an Informant.” with:-
A Cell is an Informant if and only if they have an Adherent with a Workplace of “Committee Hall”, are not Hot, and have an Ideological Proximity with the Ministry of Information which is greater than zero.
Replace “set the Accuser to Hot and not an Informant” with “set the Accuser to Hot”.
Replace “congratulating by Name a secretly random Adherent of a secretly random Informant Cell” with “congratulating by Name a secretly random Citizen from those who have a Workplace of Committee Hall”.
Merging Informant Cells into Adherent Workplaces: you can only create a Tip if you have someone working at Committee Hall, and keep your nose clean.
