Proposal: The Mystery of Earthlink Tower

Create a new Rule called “The Mystery”:

Citizens can have Clues (defaulting to none), which are publicly tracked, and can only be gained if they have gained all lower-numbered Clues first (if they exist). A Citizen, if they fulfill a Clue’s Requirement, can gain that Clue. The following are Clues, their number (in brackets) and their Requirement:
- [1] Realize the Missing Link: The Citizen is at a Floor higher than 40.
- [1] Mysterious Rumbling: The Citizen is at a Basement Floor.
- [2] Electrical Investigation: The Citizen is within Breaker Access.
- [2] Odd Diagrams: The Citizen is within Logistics.
- [3] Direct Comparison: The Citizen is at a Floor within the highest Zone.
- [4] The Secret in the Depths: The Citizen is at the lowest Floor.

Clues can be tracked in an abbreviated form (eg. “RtML”).

A Citizen with the clue “The Secret in the Depths” is Notable.

Create a new rule called “Victory”:

Citizens cannot achieve victory unless they are Notable and at least three explicit and different ways (described in different rules each) to become Notable exist in the Dynastic Ruleset. Citizens are not Notable by default.

I would argue this doesn’t actually introduce a vc, it just gives a requirement for victory once a VC exists. Still, against for flavor reasons
