Proposal: The Resistance

In the rule “Fight the Power”, insert after the first paragraph:

Power may be freely traded between Oligarchs and between Oligarchs and the Despot. It is the responsibility of Oligarchs to ensure that the terms of such trades are adhered to.

Throughout the ruleset, change “assign an Oligarch” to “assign an Office-less Oligarch”.

If the proposal “Delegation” failed, the rest of this proposal does nothing.

Append to the rule “Offices”:

The Despot and all holders of Offices of Command or Authority, taken together, may be referred to as “The Administration”.

Enact a new subrule of “Offices” entitled “Orders”:

If at least 1/4 of all Oligarchs, rounded down, are in the Administration, then any such Oligarch may make an Order by spending 7 power and submitting a Proposal with a subject starting with “[Order]”. No more than 2 Orders may be pending at a time, and all pending Orders may be failed at any time if the number of Oligarchs in the Administration falls below the threshold stipulated above. Orders cannot directly interfere with The Resistance and should be used primarily for the Administration’s internal matters.

Oligarchs who are not in the Administration must pay 1 Power to the Despot to vote on an Order. In addition to the normal rules for Proposals, an Order may pass if more than 3/4 of all Loyal Oligarchs vote FOR it.

Enact a new rule entitled “The Resistance”:

Any Oligarch may, as a daily action, change their Office to “Rebel” by paying 1 Power to The Resistance. Every Oligarch may freely give Power to The Resistance. The Resistance’s Power is tracked in a GNDT row labeled “Resistance” with all other columns empty.

If at least 1/4 of all Oligarchs, rounded down, are Seditious Rebels, then any Seditious Rebel may make a Demand by spending 7 power and submitting a Proposal with a subject starting with “[Demand]”. No more than 2 Demands may be pending at a time, and all pending Demands may be failed at any time if the number of Seditious Rebels falls below the threshold stipulated above. Demands cannot directly interfere with the Administration and should be used primarily for The Resistance’s internal matters.

Oligarchs who are not Rebels must pay 1 Power to The Resistance to vote on a Demand, and the Despot must pay 15 Power to Veto a Demand. In addition to the normal rules for Proposals, a Demand may pass if at least 2/3 of all Rebels, rounded up, vote FOR it.

I added in Orders to appease the Despot, but I can see them diverging from Demands over time.

Possible improvement: say Demands/Orders can’t destroy or create Power, can’t change the structure of the opposing group.

against Unless I’ve misunderstood something, this would allow a group of three Seditious Oligarchs to become Rebels, make a Demand of their choosing and instantly enact it by all voting FOR.

That Demands “should be used primarily for The Resistance’s internal matters” can be politely ignored, and it’s easy enough to duck around “cannot directly interfere with the Administration” - the most unobjectionable method being to make one Demand that removes that clause from the rule, then to instantly follow it with another demand that ends the Dynasty with a particular Rebel achieving victory.

It is very unclear what a Demand or an Order may or may not contain, so I vote against
