Proposal: The root of all Evil

Create a rule named “Evil” with this text:

Whenever a Henchman makes a proposal, e may mark that Proposal as Evil by stating so in the text of the Proposal.
When an Evil Proposal passes, the Goatee Length of the creator of that Proposal is increased by 1.
Whenever the Overlord votes FOR on an Evil Proposal, that vote shall be counted twice (that is, each legal vote of the Overlord is worth 2 votes).
If an Evil Proposal creates one or more Rules, those rules shall be known as Evil Rules and marked as such in the Ruleset.

against There needs to be some mechanic so that not every proposal is deemed evil (like that of trivial proposals in the Spore Dynasty).  Also, what happens if a rule is just amended by an evil proposal?  I think that only proposals should be stated as evil (since all rules are evil).
