If there is a Location Action defined for the Makeshift Tent, set its Cost to 10 Heat.
Amend the description of that Location Action to read as follows:
Carrying out this action allows a Villager may start or join a Search here once; this location is considered to be Outside for the purposes of the first bullet point of the Ending Action atomic action for the Search event.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.

While you’re at it, you might want to fix the tent ambiguously costing double. You pay the cost to get access to an action which pays the cost again.
