This came up before - “completing a turn” is still undefined, and common English usage would just give us “any player may declare Victory”, which doesn’t seem very fair or interesting.

(Don’t forget that the Theft rule now allows players to “include proposed amendments to other rules, if the stolen rule would contradict or interact unclearly with those rules”.)

Also, “or if the legality of a move cannot be determined with finality” - we have those situations quite frequently, and the CfJ-mechanism that we have is somewhat preferable to a DoV-free-for-all. 

You may already declare victory, but that doesn’t mean you’ve achieved it. 

, but I disagree with the point Bucky is making. For everyone’s sanity, such usages of “may declare victory” should be enough for “a DoV based on this should pass.”
