Proposal: They have enough power

If the rule “Institutions” reads the following:

The Legion: When a player Influences the Legion, they gain 2 Power and 1 Marine.

Replace it with:

The Legion: When a player Influences the Legion, they gain 1 Marine.

If the rule “Institutions” reads the following:

No marines may be directed to The Legion. When a player Influences the Legion, they gain 2 Power and 1 Marine.

Replace it with:

No marines may be directed to The Legion. When a player Influences the Legion, they gain 1 Marine.

This way we won’t need the “no marines may be directed towards the legion” rule because directing any marines to the legion would be counter productive, if that rule does pass then I think this will help make the legion a little less over-powered as it is the only institution that gives out marines.

@Kevan: I’m guessing something along the lines of “control”, you control a mine, you obviously have power, if you can control/influence the government/army, more power to ya.

@Kevan It is your Influence over the planet - the mine is the planets primary commercial industry - controlling it gives you influence and support with business and labor. Having councilmen in your pocket gives you the ability to move policy and law in your favor. And getting in good with Generals gives you the support and resources of armed forces. Power is your ability to impose your will on the planet through established institutions. It is the reason Sulla and the Third Reich became leaders while Marius and Rosa Luxembourg did not.

against I think Influencing should be more profit-making.
