In “Working Together”, change
A Criminal (the Culprit) can only perform an Assisted Action if they have a Partner (the Lookout), and the Lookout’s Partner is the Culprit.
to:
A Criminal (the Culprit) can only perform an Assisted Action if another Criminal (the Lookout) is their Partner, and the Lookout’s Partner is the Culprit.
At this rate either the heists will be exhausted so quickly that the three that have already been pulled off for >1000 each will seem like massive grabs, or it will take at least a week before everyone even has themself in their Former Partners list; either way, it would be a bit more interesting to require a modicum of organization. Partnering with yourself also defeats the purpose of assymmetry: there is no risk of lack of repayment.
