In the rule “Initialisation Phase Two”, change

Once each active Machinist has Sent a Schematic and there exists a number of Agendas greater than four times the number of active Machinists, the Great Machine can perform the following atomic action

to

Once each active Machinist has Sent a Schematic or the date is on or after July 27 2023, and there exists a number of Agendas greater than four times the number of active Machinists, the Great Machine can perform the following atomic action

So that a single Machinist can’t hold up initialization indefinitely by refusing to Send any Schematic.

what if the number of agendas is less than four times the number of machinists? then we’re still deadlocked

Given that the minimum submissions needed is only 14 between 6 players (with Lemon making up the final 10), I don’t think that’s too likely that we’ll be deadlocked, and we can easily propose past it anyway.

That deadlock is a possibility in the current version of the rule, too, if everyone sends the minimum number of agendas.

Players who don’t want to submit Agendas seem to be respecting the game and idling out, I don’t think we need a deadline. Particularly when there’s still open discussion of what kind of Agendas we’re meant to be submitting.

for players should be able to refrain from submitting agendas and still play in the dynasty, if they’d like!
