A cap isn’t the worst idea; it prevents money compounding to runaway effect. Many amateur competitions have spend caps.
If Any Old Iron enacts it will put several players above this level.
I really don’t think a cap is a good idea, since it just hinders stuff like sponsors, new parts, etc and could just be a bureucratic nightmare (see last dynasty with the provisions cap)
if we want to prevent compounding, we can just propose leagues or some catchup mechanic
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
