Enact a new rule, “The Clock”:-
When a proposal enacts that includes the sentence “Advance Time.”, the enacting admin must perform the following atomic action as part of its enactment, immediately after marking the Proposal’s status as Enacted:
* For each Citizen in a Zone which has a Cache, take the result of a DICE100 roll: that Citizen gains an instance of the corresponding Item from that Cache
Throughout the dynastic ruleset, replace “Not more than once in every 48 hour period, a Citizen in this Zone may roll DICE100; if they do then they acquire an item based on the loot table below” (if it exists) with “This Zone has a Cache containing”:
Getting Maximum Occupancy’s actions onto the proposal clock, or adding a clock anyway if Maximum Occupancy fails. Rather than an action anyone can take once every 48 hours, it’s an action the group can trigger for everyone as frequently or infrequently as they wish.
(Per “Where a Proposal would amend the effects of Proposal Enactment, this does not apply to its own enactment”, this enactment does not itself cause time to advance.)
