Add the following as a second paragraph to the rule Parallel Dynastic Histories:

All information held on a parallel dynastic history page is gamestate but not ruletext. No Maestro Team Member may undertake any action that is not explicitly described in or authorised by the ruleset; a parallel dynastic history page may not grant itself legitimacy nor imply that it is a legitimate ruleset document.

Enact the proposal found here: https://blognomic.com/archive/a_tentative_toe_in_the_water. In the rule it creates, change “a Key Proposal with a relevant title of the poster’s choice” to “a Key Proposal with a relevant title (which is flavour text) of the poster’s choice”.
