In the subrule “Treasure”, change
As a Power Action with a cost of 1
to
As a Power Action with a cost of 2
and
when Richardo von Nestor opens such a chest then the contents are not randomly determined but instead are the values set in the room description.
to
when Richardo von Nestor opens such a chest then the contents are not randomly determined but instead are the values set in the room description, and the contents of the chest revert to being randomly determined (all content in square brackets and the brackets themselves are removed from the room description).
Right now, unrandomizing the contents of a treasure chest is both very cheap and very powerful.
Make it a bit more expensive, and more temporary.
