In the rule “Reality Enforcers”, remove the list entry that reads
Any action whose Potency or Potent status is referred to by that action’s rules grants Suspicion equal to its Potency.
and replace it with one that reads
Resonance Testing grants Suspicion equal to the performer’s Potency for the Resonance Testing.
“that action’s rules” is too vague for me to figure out what exactly qualifies.
The only thing I’m sure this clause applies to is Resonance Testing.
The things I think it might apply to are every single dynastic action outside of “Levels of Reality”.
Which means I might need to convert this to a CfJ to uphold the current Suspicion values.
why’d you word it like this instead of just saying “equal to the Mindjacker’s Potency”?

That would work.
At this point, I’m not sure whether my most recent Mindjacking should have been legal, or whether I was silently at 10+ suspicion already from incidental actions.
